I don't know of a way to automatically download the CSV file. Alternatively, you can probably pull the billing information using the Cloud Billing API. I'm not familiar with the API but the overview says that you can get the billing information for a project. In theory, the API could automate your request but I'm not familiar with the Billing API to know which APIs to call.
